Turin's New Dog Laws may seem fantastic at first glance, but the Italian city may have written more than it bargained for. Walk the dog three times daily, or face fines, but who will be counting? Your neighbours, that's who. Using a system that relies on tips, anonymous or not, is a fast fall into petty revenge schemes and troublemaking. There is no mention of taking owners with health issues and physical disabilities into consideration. |
