You should never chain a dog up in the yard.
A chained dog is a hazard to himself, and to others. The chain can easily get wrapped around the dog, or a tree, causing pain and frustration, possibly strangling the dog. Chains can be wrapped around a playing child quickly, causing innumerable injuries. Chained dogs also tend get very territorial.
